Also Read: Shah Rukh Khan and Kajol’s Best Moments From 2025。 与此同时，本次修订草案还明确作出硬性规定，电动自行车的驾驶人和所有乘车人，出行时都应当按照规定佩戴安全头盔，把驾乘人员的头部防护要求正式落到法条约束层面。 现行版本的道路交通安全法最早于2004年正式施行，后续分别在2007年、2011年、2021年针对不同阶段的适配性需求修正过个别条款，本次是相隔多年后首次面向全领域启动的大范围修订调整。 新修订草案相关内容公开后很快引发了大量网友热议，不少人看完相关条款都觉得有点困惑，之前印象里电动自行车国标限速明明是25km/h，这次调整怎么反而把道路限速改成了20km/h，反而比之前的印象标准更低了。 这里可以给大家做一个简单的区分科普，大家熟知的25km/h是电动自行车车辆设计最高车速，对应的是国标GB17761的生产强制要求，约束的是生产车企端。 按照这个国标的要求，电动自行车出厂之后，电机电驱动助力的最高速度只能跑到25km/h，一旦车速超过25电机就会自动切断动力输出，车企不允许出厂就生产速度更快的超标车辆，消费者后续私自破解限速改装车辆也属于明确的违法改装行为，车辆的硬件能力天花板被锁死在25km/h。 而新法案中提到的20km/h是道路行驶限速，隶属于道交法的管辖范畴，约束的是上路骑行的骑车人。 这次调整只是把路面骑行的合法速度上限从原先的15km/h上调到了20km/h，完全不会改动车辆出厂时25km/h的硬件上限要求。 大家完全可以用常规家用汽车的规则来类比理解，家用汽车出厂的发动机设计最高时速普遍能跑到180km/h以上，对应电动自行车的25km/h硬件上限，但日常城市道路的法定行驶限速大多只有60km/h，对应本次调整前的15km/h、拟调整后的20km/h，车辆硬件有能力跑更快，完全不等于你上路之后就可以开到那个最高速度。
二 | 这次修订本质上是给普通大众日常通勤松绑了合理的通行效率空间，既匹配了大部分人日常骑行的实际速度需求，也给路面交通管理留出了更合理的容错区间，并不会出现大家担心的全面收紧限速或者全面放开速度上限的极端情况。
